Black Country Women’s Aid (BCWA) is an established charity working across the Black Country and wider West Midlands providing accommodation and community support services to victims of domestic abuse, sexual abuse and human trafficking. Services range from advocacy, civil remedies, support in court, individual and group support and access to a range of therapeutic interventions. All services are client and needs led.

The BCWA Modern Day Slavery Support service:

The BCWA Modern Slavery Support Service contract is delivered in 2 specific service areas; one accommodation and one within the community called Outreach. Both services support victims of modern-day slavery and human trafficking who have accessed the National Referral Mechanism and are supported under the Home Office national contracting arrangements. The service is accessed exclusively via the National Contractor, the Salvation Army – no other referral route exists to access this service.

BCWA is the lead provider of services covering the West Midlands conurbation and the Shire counties bordering the West Midlands. The service works in partnership with key agencies within each Local Authority to assess risk and provide tailored support plans for service users. This work is defined by a national contract with associated targets and KPI’s.

Is this you?

We are looking for a Safe House Manager with contract management experience, experience of external and internal accountability who can meet specific deadlines and targets and KPI’s and experience of report writing/ submitting contract returns.
The person
• Must have experience of financial management as the service provides financial assistance to each resident on a weekly basis. Please note that rental charges are covered as part of the national contract if eligible.
• Must have an understanding of the systems and challenges that respond to homelessness, discrimination and lack of awareness of modern slavery.
• Must have an understanding of the key roles and functions of statutory and non-statutory partners and have excellent partnership skills.
• Must have excellent communication skills (written, verbal presentation) and display compassion and empathy yet be able to challenge and if necessary deal with and address conflict.
• Must be confident to lead and logical in decision making.
• and confidence to make and understanding of the impact of abuse and exploitation, in particular, the complexities involved in Modern Slavery and trafficking.
• Must be innovative and creative (including social and arts/ crafts) to stimulate and promote engagement with the wider community.
• must have some experience working with adults, who have experienced trauma and abuse
• must have an understanding of health and safety and risk management

The Role:

BCWA is currently contracted to provide 30 units of safe accommodation for victims of modern slavery. These are located across a number of sites in Sandwell in multiple or single unit settings with self-contained or shared facilities. This service is accessible to both male, female and families in line with national demand and accommodation type. BCWA does not provide mixed adult gendered spaces. Please note that BCWA will be steadily increasing the number of accommodation during the lifetime of the modern slavery support contract with the Salvation Army.

The Safe House manager will be supported by up to 4 support staff who will each manage a caseload supporting residents and working within the targets/ KPI’s detailed in the contract. They will ensure that there is a rota for 24-hour accessibility, which includes on-call work taking referrals into service via phone and where necessary onsite presence.

As well as meeting the needs of the contract and clients, the Safe House manager will have responsibility for day-to-day health and safety, reporting repairs and assessing risk. The Safe House Manager will work with the Household Management team to ensure all residential accommodation is suitably furnished and of the highest standard.

The Safe House Manager will report into the Director of Accommodation and Facilities on a weekly/regular basis.
The post holder needs to be able to have a knowledge of the operational and legal framework supporting victims, be able to create positive partnerships/relationships, make swift decisions that can often be in a fast-paced work environment, and respond to the on-call support service on a rota basis.

BCWA has adapted services during COVID to support victims of violence and abuse that meet all latest Government guidance. Personal Protective Equipment (PPE) is available at all our sites and distributed to all staff as appropriate.

You will receive appropriate training to undertake the duties of the job on and on and offsite basis and all situations are risk assessed.
